For years, Canada’s cats and dogs had no legal protection from certain painful cosmetic surgeries. In Ontario, that silence is finally being broken.
Starting January 1, 2027, Ontario will ban declawing in cats, along with ear cropping and devocalization in dogs, procedures performed purely for appearance or convenience rather than medical need.
Under the new rules, a veterinarian can only carry out these surgeries if they’re truly necessary to treat an injury or disease, and that decision must be written into the animal’s medical file.
Just as importantly, the province chose not to grant research facilities a special exemption, closing a loophole that advocacy groups had specifically warned against during the consultation process.
The change didn’t happen on its own. Organizations including the Hamilton/Burlington SPCA, Animal Alliance, AEL Advocacy, the Ottawa Humane Society, Animal Justice, and Humane World for Animals spent years pushing the province to act, with thousands of Ontarians signing petitions and submitting public comments after consultations opened in early 2026.
But the fight isn’t over. Tail docking, the amputation of part or all of a puppy’s tail purely to meet breed standards, was quietly dropped from the ban before it even reached public consultation, with no explanation given.
Ontario now stands as the only province in Canada with no restrictions on the practice at all.
Veterinary advocates point out that a dog’s tail plays a real role in communication and balance, and that docking can leave puppies with chronic pain, infection risk, and long term nerve damage, all for a look, not a health reason.
The Hamilton/Burlington SPCA has now launched a petition urging Ontario Premier Doug Ford and Solicitor General Michael Kerzner to finish the job and add tail docking to the list.
From painful declawing to unnecessary ear cropping, cats and dogs across Ontario are finally getting protections other provinces adopted long ago.
But until tail docking is included too, the job isn’t quite done.
